Sear the beef:
Heat olive oil in a large skillet over medium-high heat. Add thinly sliced sirloin and sear for 2–3 minutes per side, until browned. Transfer to the slow cooker.
Add the vegetables:
Layer sliced bell peppers, onions, and garlic on top of the beef.
Mix the sauce:
In a small bowl, whisk together soy sauce, beef broth, brown sugar, salt, and pepper. Pour the mixture into the slow cooker.
Cook:
Cover and cook on LOW for 5–6 hours or HIGH for 3 hours, until the beef is tender and the flavors have blended.
Thicken the sauce:
In the last 15 minutes, mix cornstarch and water in a separate bowl, then stir into the slow cooker. Allow to thicken before serving.
Serve:
Stir well and serve hot over rice, noodles, or mashed potatoes. Garnish with sesame seeds or chopped parsley if desired.
