Instructions:

  1. Preheat your oven to 375°F (190°C).
  2. In a large skillet, cook the ground beef over medium heat until browned. Drain the excess fat from the skillet.
  3. Add the diced onion, minced garlic, and bell pepper to the skillet with the ground beef. Cook for an additional 3-4 minutes until the vegetables have softened.
  4. Stir in the pizza sauce, diced tomatoes, dried oregano, dried basil, salt, and black pepper. Simmer the mixture for about 5 minutes to allow the flavors to combine. Remove from heat.
  5. In a 9×13-inch (22x33cm) baking dish, spread the ground beef mixture evenly across the bottom.
  6. Sprinkle the shredded mozzarella cheese and shredded cheddar cheese on top of the ground beef mixture.
  7. Open the package of refrigerated biscuits and place them on top of the cheese, arranging them to cover the entire surface.
  8. Bake the casserole in the preheated oven for 20-25 minutes, or until the biscuits are golden brown and cooked through.
  9. Remove the casserole from the oven and let it cool for a few minutes.
  10. Place a large serving platter or baking sheet on top of the casserole dish. Carefully flip the casserole over onto the platter, allowing the biscuits to become the top crust.
  11. Serve the Upside-Down Pizza Casserole while it’s still warm and enjoy!

This recipe serves approximately 6-8 people. Feel free to adjust the ingredients and quantities based on your preferences and the number of servings you need. Enjoy your delicious Upside-Down Pizza Casserole!
